After completing the puff stitch and chaining 1, skip one stitch then repeat step 2 in the next stitch.
Puff stitch, chain 1, skip stitch, puff stitch, across the remainder of the row.
When you reach the end of your row, turn your work and chain 3. Then repeat the process for this row, this time working a puff stitch into each chain space.
